Opening it up again for new machine guns would definately stimulate their purchase by bringing down prices back to earth and making them wheelbarrows of money (for the children) or for fighting their unwinnable wars. Not only that but its also unsafe as the bolt gets pulled back open a smidgen when the shoestring snaps back just a tad.
